There are already existing employment program for people with disabilities in order to encourage them to enter the job for without any fear that they will lose their health care benefits. These Social Security programs include the Ticket to Work program and the Plan to Achieve Self-Sufficiency (PASS.)
The first program, the Ticket Program, has the complete name of Ticket to Work and Work Incentives Improvement Act of 1999. This law which was enacted on the 17th of December 1999 modernizes the system of employment services for those people who have disabilities. This is so that Americans will no longer need to choose between having health care and taking a job. The program aims to increase the beneficiary choice in getting vocational services and rehabilitation. It will also remove the barriers that require disabled individuals to select between work and health care coverage. The ticket program will also assure disabled Americans that they still have the chance to participate in the work force and reduce their dependence on the public benefits that they receive.
