People with disabilities have suffered for years when it comes to employment. They were penalized for simply taking a job. More often than not, their salaries are deducted to the point that there is nothing left for them. Good thing is that things have relatively improved over time. There are already existing employment program for people with disabilities in order to encourage them to enter the job for without any fear that they will lose their health care benefits. These Social Security programs include the Ticket to Work program and the Plan to Achieve Self-Sufficiency (PASS.)
The first program, the Ticket Program, has the complete name of Ticket to Work and Work Incentives Improvement Act of 1999. This law which was enacted on the 17th of December 1999 modernizes the system of employment services for those people who have disabilities. This is so that Americans will no longer need to choose between having health care and taking a job. The program aims to increase the beneficiary choice in getting vocational services and rehabilitation. It will also remove the barriers that require disabled individuals to select between work and health care coverage. The ticket program will also assure disabled Americans that they still have the chance to participate in the work force and reduce their dependence on the public benefits that they receive. The beneficiaries will receive a ticket so that they can receive employment support services and vocational rehabilitation.
The second program, which is the PASS or Plan to Achieve Self-Sufficiency is a kind of a work incentive plan that will allow you to work and at the same, keep your health care benefits in Social Security. With the help of a Social Security counselor, the plan will be submitted which includes the work goal of the person, the things needed to accomplish it, how long it will take and how much it will cost.
